Don't Make This Mistake on Your Next Project : Avoiding the Pitfalls of IBC Special Inspections

One of the lesser known and enforced chapters of the International Building Code is Chapter 17, Structural Tests and Special Inspections. Many times it is not addressed by Architects or enforced by the building officials. However, this does not relieve anyone of the obligation of designing a code compliant structure and could end up creating significant and costly repercussions for the Architect and the Owner if not addressed.

Generally, Chapter 17 requires the “verification and inspection of elements of buildings and structures.” These inspections cover a broad range of building components, usually structural, that must be reviewed during construction by a “special inspector” who meets the qualification requirements of the building officials.

A prime example of what can happen if the issue is not address was witnessed on a retail project in Georgia. In this situation the design professionals did not have a Special Inspections Program in place. However, the local Building Officials required the inspection reports prior to issuing the Certificate of Occupancy. As a result, the brick veneer had to be removed to expose the shear walls so that the nailing patterns could be verified. Interior walls had to be opened to reveal welds and various anchors.

This seemingly minor oversight cost the architect thousands of dollars to remove and replace all previously completed work. It costs the owner two weeks of delays in getting the Certificate of Occupancy and thereby missed his closing date on his permanent financing and it cost the retailer approximately $5000 a day in sales. Having Special Inspections Program in place during the construction of this project could have ensured the required inspections happened at the appropriate time before the project was complete.
